Many people give high marks to public transit in Europe.  Why is it so good?

 

1	World War II left many places in ruin.  Money had to be spent to start over.  There was no debate.
2	Did socialism help?  Here in the US we're moving towards a flat rate tax system.  That will leave less money for public works projects.
