Note that all the women finished ahead of all the men except for Pat(rick) Henrich.  I wonder if some gender-biased voters thought Pat was a Patricia and that Joal (female) was a Joel (male).

 

Sadly, only 15% of registered Chapel Hill voters bothered to vote in the 2015 election.  That's an improvment over the 11.7% who voted in the 2013 election but way below what the numbers should be.  We can't complain about bad government if people don't bother to vote.
